Opening discussion, the Committee Chairman and, at the same time, one of the authors of the bill (Reg. No. 2616) Vyacheslav Kyrylenko called “both supporters and opponents of the bill” to comprehensively discuss the document which, according to him, will allow to consider “all the suggestion that really should be taken into account” in the process of further work on the bill.   

According to the Committee Chairman, the bill suggests supplement acts of the existing legislation with a number of provisions restricting illegal turnover of archeological objects. 

V.Kyrylenko said also that illegal business today involves hundreds of thousands of people that deprive Ukraine of its archeological heritage using modern equipment available for free sale.   

The people’s deputy acquainted all those present with the experience of several foreign countries in the sphere of protection of archeological objects from illegal extraction and turnover. Particularly, he attached attention to the experience of Germany, Finland, the Russian Federation, France and Sweden.  

It was noted that the bill stipulates establishment of state archeological expertise, which should be carried out in regard to all archeological objects of non-state ownership, but for those that were lawfully imported on the territory of Ukraine. 

Participants of discussion attached attention to the provision of the bill, under which discovery and search of remains of human existence or activity that are not less than 100 years old at the moment of discovery should be licensed. 

Following the results of discussion, it was decided to establish a working group in the Committee which should study all the suggestions of the participants of a round table discussion.
